Benefits Enrollment Centers

The National Council on Aging awarded Elderbridge Agency on Aging a grant to develop Benefits Enrollment Centers (BEC) to help low-income Medicare Beneficiaries access and apply for programs that pay for healthcare, food and more.

Elderbridge is a partner with Northeast Iowa Area Agency on Aging (NEI3A) and County Social Services (CSS), a mental health and disability regional agency, to serve a combined target area of 47 counties, approximately the northern half of Iowa.

Elderbridge and our partners use the existing LifeLong Links infrastructure to provide eligible low-income Medicare beneficiaries assistance to apply for the following 5 core benefits:

1-Medicare Part D Extra help/Low Income Subsidy (LIS) program

2-Medicare Savings Program (MSP)

3-Medicaid

4-Supplemental Nutrition Assistance Program (SNAP) Formerly known as food stamps, this core benefit allows access to nutritious food to help alleviate hunger. The national average SNAP benefit for an elderly recipient living alone is $136 per month.

5-Low-income Home Energy Assistance Program (LIHEAP). The utilities assistance program enables income qualified consumers savings to help heat and cool their home.

 

The following are income and resource qualifications for individuals and married couples to apply for core benefits 1 (LIS) and 2 (MSP):

 

  • Low-Income Subsidy (LIS) Program

Individual monthly income limit: $1, 538

Individual resource limit: $14,100

Married couple monthly income limit: $2,078

Married couple resource limit: $28,150

Program helps pay for:

Medicare Part D (Drug) premiums, deductible, copays & coverage gap

  • Qualified Medicare Beneficiary (QMB) Program income & resource limits in 2018:

 

Individual monthly income limit: $1,032

Individual resource limit: $7,560

Married couple monthly income limit: $1,392

Married couple resource limit $11,340

 

Program helps pay for:

Part A & B premiums, deductibles, coinsurance, and copayments

  • Specified Low-Income Medicare Beneficiary (SLMB) Program income & resource limits in 2018:

 

Individual monthly income limit: $1,386

Individual resource limit: $7,560

Married couple monthly income limit: $1,872

Married couple resource limit: $11,340

Program helps pay for:

Part B premiums only

 

  • Qualifying Individual (QI) Program

QI applications are granted on a first-come, first-served basis, with priority given to people who got QI benefits the previous year. (You can't get QI benefits if you qualify for Medicaid).

QI income & resource limits in 2018:

Individual monthly income limit: $1,377

Individual resource limit: $7,390

Married couple monthly income limit: $1,847

Married couple resource limit: $11,090

Program helps pay for:

Part B premiums only

Elderbridge is one of 69 Benefits Enrollment Centers funded by NCOA to serve low-income Medicare beneficiaries in 36 states. BECs are supported by funding from the Medicare Improvements for Patients and Providers Act (MIPPA), administered through the U.S. Administration for Community Living.
